Abstract

Organizations implement risk management programs to protect their missions and to capitalize on opportunities. Over the past three decades, implementing enterprise risk management (ERM) has gained popularity as organizations strive to remain competitive. However, the outcomes have been mixed. At the same time, competencies at the individual practitioner level have received little attention in both the literature and among practitioners. This is a problem because there is a strong need to define a set of competencies to guide human capital development. This exploratory qualitative study employed instructional design needs-analysis tools to investigate the current and emerging competencies required of practitioners for effective financial risk management. The study reviewed the literature and expert practitioners' insights on the most effective strategies for developing these competencies. Phase I involved a meta-synthesis of existing literature to identify key competencies. Phase II used a survey to gather expert opinions on the identified competencies and development strategies. The findings include nine identified financial risk management practitioner competency categories rated by experts, and nine expert-suggested competency development strategies. These study outcomes contribute to the subject of achieving effective risk management, beyond merely stipulating governance frameworks. Second, this study’s contributions include the cross-disciplinary application of instructional design (IDT) concepts to the field of risk management. By applying IDT’s multi-tiered human performance analysis models, the study proposed a comprehensive competency development framework for financial risk management practitioners.
